Unable to use spline on different sketches

Beginner here, first time post.  I'm trying to connect the different sketches with the spline tool (tried fit point and control point) but it only works on the top sketch (the circle).  Even if I select different sketches, it still only works on the top circle (1.25 diameter).  Why can't I join these sketches with spline?

you need to turn on "3D sketch" to reference points from other sketches or model geometry in the Spline command.
