MOVE command to rotate an imported STEP component explodes instead of rotates

Rotate.png

In the last couple days I have seen some imported STEP files explode when I rotate them. I had this problem when I started using Fusion 360 a year ago but the problem seemed to get fixed with an update. The problem seems to be back now. See attached file downloaded from GRABCAD (https://grabcad.com/library/caterpillar-390f-lme-1).

Except for being a little sluggish, due to all the components, it works just fine.

It seems that by selecting the components in a selection box will explode the parts when I rotate. However, if I select the all components from the Browse list on the left side, the rotate works fine.

Take a look at your supplied video, when you first select complete model using a window and then select the Move command, the Move/Copy dialog box is set to "Bodies" as the Move Objects.  This is what is blowing up your model.  When you select the components, from the Browser, the Move/Copy dialog box is set to Components which will not blow up your model.  The screen capture is from your video.
