It looks like the Finish Soothing tolerance overrides the minimum cutting radius. If you set them both to 0.005 it seems to work.

It's not the tolerance it's the Finish deviation tolerance. If you copy the OP and edit one and change the finish deviation you can double check if there's a problem.

This shows the difference. Light blue is your original toolpath, looks like only the offset toolpath is affected.
