Right click -> edit tool in tree opens broken tool manager window

When trying to edit a tool from the tree the window opens and looks like this.

I do not see the same problem when I replicate your process.  I am running DirectX 11.0 instead of the latest 12.0.  Maybe you could give that a try and see if it helps.  Remember you must restart the operating system after switching.
