Fusion connection error

when I launch fusion 360 while connected to home network, I get outage error and it switches to offline, but if I use my phone hot spot to connect to internet the issue will go away and fusion logs in successfully.
it seems my home public IP has been blocked by autodesk?!!
I did tracert to autodesk sign in page and verified that the traffic is passing though Verizon network, therefore I don't think the ussue is with my ISP.
any thoughts?
