I think the chamfer tool is not working properly when selected from the sketch pallet - the selection is not reflected in the sketch:

If I select the distance and angle changer option from the menu as shown in the image, the tool works fine.

This is clearly a bug. I created internally FUS-213960 to track it.
As a workaround, please access the command directly through
- 'Modify' --> 'Chamfer' --> "Distance and Angle Chamfer"
