When I create two bodies and export them in a single 3mf file, that file can then be properly opened up in PrusaSlicer. If I create a single body and then slice it into two, export those two bodies into a single 3mf file and then import that file into PrusaSlicer, PrusaSlicer thinks it is importing a single object even though it is importing two objects. It no longer asks how to treat the two bodies (ie two bodies belong to the same part or two bodies do not belong to the same part)
