I am trying to make a fillet on the inside of this part but when it goes to walk around the center hub it wont generate the finishing pass because "lead parameter would cause collision" but the lead conditions are no different than the outside profile which works just fine. I feel like this is a glitch but if anyone has a way to fix this that would be great,

Can you export the file as a .F3D with your current toolpaths and share it here? It's difficult to diagnose what is going on without being able to look at how it is configured currently.
Usually this happens when the lead settings conflict with other areas of the toolpath, it is likely not a bug, just a distance that needs to be reduced (like linear lead-out or the lead arcs).

here you go. i have also tried making a contour that only includes the center section and i have also tried to do a stock to leave thinking that fusion may not like the shaft of the tool contacting the wall but neither worked,

I had a look at your example and it looks like this is a bug, nothing to do with your settings. In fact it seems to be fixed but the fix has not yet been released. A possible work-around I have tried is using 3 finishing passes (instead of 2) and you will get 2 around the central hub and three on the outside. Hope this helps.

Well you can color me wrong on that one! Definitely showcases the value of including the model though, as oftentimes on the forum these issues are easily worked around.
