Your tool library should be stored in in the C:\Users\<USERNAME>\Documents\My Libraries, can you see the Aluminum library there?
If so, one option may be to copy the aluminum library to the following filepath: C:\Users\<USERNAME>\AppData\Roaming\Autodesk\CAM360\Libraries\Local
Fusion 360 should be able to find the aluminum library after this copy and a restart. While this procedure is similar to my previous post, you will copy the tools to the folder we deleted then. Perhaps Fusion is looking in the CAM360 folder for your tools after all.
