Toolpath Starts Below Stock

Im trying to machine a fixture plate for my cnc mill. When generating the tool path and simulating without the machine, the path is fine. Once I simulate with the machine, the tool stars way below the part and comes up through the first hole then continues on like normal. I've tried setting the start points and fixture points to different places. Ive flipped the z axis everywhere available. The plate is currently extruded in the -Z axis, but the issue was the same when i extruded it up.

Hi

 

This is an issue when you use a machine without a machine model.
