"Circular" toolpath doesn't accept new Default

With multiple depth, the toolpath keeps resetting the default to "tool_stepdown" which gives weird numbers, like .03934___ (a mm) for a 3/8 endmill. I've set it to be "tool_fluteLength*0.88" at least 3 times, with saving the file, re-starting fusion, power cycling the machine, etc. Everytime I go use Circular, it once again has been set back to _stepdown.

Any chance you've got a tool data preset that's overriding it on the "Use Stepdown" option of the preset?
