The first picture is what you would expect and indeed is a good arrangement, so it is shows the nesting utility can produce an efficient outcome.
Each second part rotated 180 to fit together well.
So why when you turn double sided off in the package manager do you get this monstrosity.
A handful of parts nested well together but the rest is shall we say a bit random.
