i have question 

how to set Points or positions of Leads and Transitions can be set to mill a half workpiece. ?

On the green line, how can we change direction?

You can Edit your Sketch so that you only have a Half Circle that you can then select by holding down the Alt key and selecting just the curve that is to be machined.

For the Leads/Transitions set them to 0 except the Linear distance so that you have a straight move into the material, also, under the Linking tab enable the "Keep Tool Down" option. Modified file attached, have look through the settings, hope this helps 🙂

Or, you can try using the settings as in the second 2D Contour and have it Helix into the material as below 🙂
