Fusion 360 not obeying feed optimization parameters

I am making a part with rectangular pockets with .098 in corner radius. The endmill we are using is a custom endmill with a chamfer on the top and a .098 diameter cutter tip. Due to the small tip diameter we are using, I am using feed optimization to slow the cutter down on the inside corners. However after breaking 2 $150 endmills I noticed that Fusion is not slowing down the cutter in the inside corners properly. It only is slowing down on outside corners even though the "Only inside corners boxed is checked". It is also ignoring the reduced feed distance. If I uncheck "only inside corners it works correctly. But then I need to machine outside corners at a very low feed rate. I have 200 parts to make with 45 plus corners each, so I need to minimize the machining time. Can this issue be confirmed as a bug or am I just doing something wrong?
