The package generator is not creating a capacitor correctly. Electronics library > New Package > Package Generator > Radial Generic (Round). Accept all defaults.
And this is what it generates:

I hope you're doing well. So it's interesting I get a fully formed component but I get a feeling the units are what's causing the problem. If you do it in metric it should work. See the image
