Cannot route traces to Tag-Connect pads

Whenever I attempt to route my trace to the SMD pads on my Tag-Connect footprint I get a yellow semi-circle blocking me.  I do not see any keepouts or other barriers.  Is there a DRC setting that is causing this?

Hi there- yes it most likely is a DRC setting. By default "Push Violators" stops you from routing with a DRC violation. You can allow routing with violators which can be helpful to see what exactly is going on:

I was able to connect to my tag-connect pads after I disabled the DRC for copper/ board outline clearance.
