BoardOutline in Component don't work in PCB

Dear community,

I have faced with the problem that board cutouts, created in layer BoardOutline in component, do not work in PCB. Here you can see the TO-247 package, with horizontal mounting, and in the footprint you can see a big hole for mounting this package to the heatsink on the bottom side. Between pads on the right side you can see the board cutouts, that was done in PCB editor also on layer BoardOutline (layer 20). In 3D you can see that the first hole works as the barrier for copper pour, but do not cut the board. The object on boardoutline layer, created in PCB editor works well. Is it a bug, or did I do something wrong? How can I create a board cutout in footprint?

@oleksandr_velihorskyi , this is a known limitation. To create the cutout you can replace the circle with two half-circles.
