User Library Not Appearing in Add Part Window

To preface, I have a couple of custom electronic part libraries all saved in a dedicated library folder in my cloud account. They all appear in my FE libraries as expected, and I can add parts from them to my schematics no problem.
I created a custom from-scratch library named "HV Power Supplies," and I included a single symbol named "1364" with a couple of pins, symbol sketch, etc. I also created a device named "1364" and inserted the symbol into it. I have not yet created a footprint or package, since it seems they shouldn't be required in order to insert a part into a schematic for now (based on the fact that power symbols don't have footprints or packages).
This new "HV Power Supplies" library shows up under the "In Use" tab of the library manager, but when I click "Add Part," it does not appear in the list. I've tried restarting FE, launching the Add Part window via the "add" command instead of the GUI button, and even removing it from the library and re-adding it. I tried exporting to a .lbr file on my local machine and adding that to the library, still no change. I finally tried creating a second library file the same way, again nothing. Nothing seems to let me add parts from it.
Thoughts? Is there some important step in creating library files from scratch that I'm missing? Any other info I can provide to help? I've attached an exported copy of the library file.
