Copper pour not connecting to $ nets

Do copper pours not connect to nets with default names?  I have this pour assigned to N$37 but it won't connect to it.  Other similar ones are connected around it but they have net names.

Are the two pads on the left side also connected to N$37? If not, I think the issue is the application can't calculate the copper that meets the DRC rule.
