Working with high poly mesh

What's the best way for following task?

 

#1 Thicken the mesh

#2 then model the cutouts and do some volume operation (windows, lights etc.).

 

I don't worry about #2. But with #1... At the moment it's got 340000 vertices and 670000 faces. When I reduce the amount of vertices then I loose details. 

 

I don't need to alter the shape of the model.

Honestly, I don't think Fusion is a very good tool for this.  I would suggest a good meshing editing program such as mesh mixer or blender. (lots of other programs also, those are my personal favs)
