Why do Move and Align commands sometimes not appear in the timeline?

This happens every so often and I JUST don't understand it. It's like, I can do everything else, and then I try to align/move an object and it just straight up doesn't appear as any icon in the timeline. I have nothing else to work off of other than this happens. What gives.

Move and Align only add timeline a feature when a Body is selected.  If you Move a Component, no feature is created.  Instead, the design is in "capture position pending" state.  Clicking on Capture will generate a Capture Position feature.
