When did Sculpt leave the Pull-Down menu?
It doesn't show on the pull down if you have record history enabled. Or are you using the new preview UI?

It's only ever been on the pull down menu if you're in direct edit mode. With the timeline you have to use Create Form to get access to the sculpt workspace.
