When creating joint, can't select anything for "Component 1"

I have a very simple design with just two bodies.  When I try to create a joint, I'm not able to select either of the bodies as "Component 1" - they both become translucent.  When I try to select "Component 2", all the snap points show as expected.

I'm sure it's something simple I'm missing.  Thoughts?

most likely you aren't actually using components.  you just have bodies that reside at the top level?
