What you are asking is very problematic. The reason it's working in the Form environment, is because you are creating Surfaces and NOT bodies! The Pipe tool creates a body, and since those two lines are not touching each other, you cannot create two separate bodies at the same time.
If it was possible to create multiply bodies from sketches that don't touch each other, then you will have a problem with R.U.L.E #1. You will have a component and inside that component two separate bodies, which you cannot combine because they are not touching each other! Then you will have to put one of the bodies in a new component.
This is a VERY bad workflow!
