Star - keep centered for parametric sizing

I am drawing several stars (US Flag) and need their size to be parametric driven.  How do I dimension a star and keep it centered in its current location?  I haven't created the parameters yet but when I set a dimension and change it, say from point to point, the star moves.  If I scale it and choose the center point then the star remains centered but that's not what I want for parametric modeling, if you can even do that using parameters.

 

Obviously, I want to make the star size to be driven by the flag size for all 50 stars and keep them in their rightful place.

constrain the center.  either to the origin of the sketch directly, or with dims to the origin.

extrude the first one, then pattern the body to create the rest.
