Sketching a Circle - inconsistant lines displayed

Sketch Problem: in a complex model it became difficult to determine which point was correctly intersecting with which line? Using the circle to define the center intersection of bolt holes it looks like the circle is wrong. I found one center error in a design: of four mounting holes one was out by Z= -0.0008" which may not seem like much but it should not happen. Why should a flat 2D dimensioned circle display two perimeter lines.

Work Space: On default Origin Plane, 8" Circle drawn from center point with construction line drawn and then dimensioned 4: from horizontal centerline.
