Unfortunately, this is a known issue with the new results workspace we're working to resolve, and the ticket HWK-6386 (and FUS-214144 from Sujay's reply) are created in our internal tracking system.
Temporary workaround: Uncheck the New Results Experience preview preference, the export to VTU text command should again be working on Windows machines.
- Username drop-down in the upper-right corner of the Fusion app > Preferences > Preview Features > Simulation > Uncheck New results experience > Apply / OK
- You may need to re-open the document for the changes to take effect
