selecting axis Y to move axis Z

I have noticed that in order to move a given part in the Z axis, I must select the Y axis in the move function.  Can someone explain why this is?  I have attached two screen shots, the first is a measurement of the Z axis, the second is the Z axis being moved using the Y Distance field of the Move function.

I'm not too worried about this but it does seem a bit odd, what I find is if you pick a face Y on the move dialog always points away from the face you've selected.

But if you select the body or component from the browser the move dialog Z matches the component origin.

Component rotated 90° then selected for move and Z is along the component Z.
