Rotation with Stretching

I have two ovals, perpendicular to each other. I want to rotate the top half of the vertical one (highlighted in blue in the below screenshot) around the vertical axis but keep it within the bounds of the horizontal oval, stretching or compressing it as needed to do that.

The horizontal oval and the vertical oval are the same "length" but with different "widths" (whatever the terms are for ovals).

 

I'm not sure how to describe the resulting shape I need - a bulge? Perhaps like the part of a balloon that protrudes through an oval hole in a container - if the balloon is in the container and inflated just slightly larger than the container.

 

Rotation only creates circle bases that I can see. Rotating and cutting with the other oval give "cliff edges". I played with loft but never found a working combination. I'm sure this will be answered already and I just haven't found the right search terms..

Thanks! I tried so many variations of loft - and even with your example I have only made it work twice out of about seven attempts so far. The others usually failing with:

Since starting this message, I think I have worked out the key steps and I can create the loft pretty reliably. For the benefits of the archives and future searchers:

 

1. Create another sketch in the third dimension to be the guide rail.

2. Choose loft and select one profile.

3. Click + in the Profiles section of the Feature dialog

4. Click the next profile. Order is important - it must be the "next" one, 90 degrees apart form the last in this case. Also it's not obvious (to me) which profile will be picked if more than one is layered in the GUI so best to rotate to be sure you only click on one. You can also reorder later if you have to.

5. Goto 3 (and not 4!) and repeat until you have done all your profiles.

6. Click + in the Rails section

7. Select the shape going around the middle so created in step 1.

 

Hope that's right - seems to work for me!
