Revolute joint cylinder around a smaller cylinder through

I've been looking through the forum and I can't find a solution.  I can't seem to rotate the landing gear around the smaller pin/cylinder.

Any help would be appreciated.  Should be a screenshot attached.  thanks!

I tried grounding the pin but that doesn't do it either.

The only thing I can see from your image is that maybe you don't have separate components defined for everything?  It's hard to tell from the picture, but you would need a separate component for the pin, and for the rest of the landing gear.
