Referencing other components in a sketch

This has probably been done to death but here goes:

I need to set out a row of holes on 'shelf main:1' offset from 'panel:2' the relationship between these two changes based on the parameter 'shelf pitch'.

I can't seem to dimension to the panel, can this be done with a reference plain, or some other method?

model attached and red dots in the image below are roughly where I'm trying to make my holes.

Sorry about the massive amount of parameters. Is there a way to automatically purge unused ones?

I would love to try and help but I am afraid I do not understand your requirements.  The dots I see are on Panel.2 not Shelf.Main.1.  Maybe a bit more information so I can read your mind a little better.
