I just discovered it the Manufacturing Workspace when you are in edit mode of a Manufacturing Model. Click to update references.
That is a very valid question! I would not call this "per-se" reference manager as that would imply a somewhat limited scope.
In previous requests for similar but more extended functionality, dating back many, many years, we've called this a Dependency Graph. This is needed for timeline dependencies and file/design dependencies.
