So it looks like that one edge is messed up for some reason, since could make that loft on the other side. So one way I fixed that is to Split body a little bit back from the edge (using offset plane as splitting tool), then re-extrude the edge back to where it was to create a clean uncorrupted edge (again kudos to Michal). Here is the end result:
With this good edge no problem with sweep either, after first making a curve in a new sketch using intersect (the surface will just "kiss touch" the sketch plane, so Intersect works (always/usually good to use Intersect, which for example in this case verifies touching surface with sketch plane).
Also as an interesting sidenote, copying the body, then creating a Create Base Feature, then pasting the body, allows bugfree operation. However then it's a DM feature, so not parametrically editable. I really like the first fix, and is widely applicable with similar situations.
