noob question, how to connect a circle with a larger shape to create screw tab

Noob question alert, if you die from laughing it's not my fault. You've been warned!

 

So I am making a small simple part that is basically just a cylinder with a small tab for screws on each side. I sketched a circle and extruded it to create the cylinder, then added all the holes and such needed on it. Then I started another sketch on the same plane the cylinder was sketched on, and added 2 circles where I want the end of the screw tabs to be. Now all I need to do is connect the circles to the sides of the cylinder and extrude, then make a hole for the screw itself. But it won't let me draw a rectangle between the circle and the cylinder. The rectangle would need to start halfway through the circle, and then go straight into the cylinder to connect it. But it will only snap to the side of one circle or the other, it won't let me snap to the small circle and then go snap to the cylinder.

This is what Im trying to make, but without the bolt so I can 3d print it and stick my own bolt through.
