No time line with uploaded 2D files

I have the time line when I create a new drawing, but I don't if I use an uploaded 2D drawing,  Is that because there is no history for the uploaded file?

Imported files by default start in a direct modeling environment. However, you can enable a parametric workspace. See the below link for more detail.
