New rectangle tool suggestion: Centerline Rectangle

A tool I often wish I had would enable me to click to set the centerline start of a rectangle then drag to set the centerline length and direction, click then drag to symmetrically set the width around the centerline and click to end. Of course text boxes would be visible to set specific values. Conceptually it would function like the center point rectangle tool except it would start at the center of an edge of the rectangle instead of the center point.

What behavior should occur when you add a Fillet to one of the corners (given that the Midpoint of the line changes location with shorter line)?

I don't understand your concern. But guessing what you may mean... it would be handled like any other rectangle once a fillet is applied. It would resize with the rectangle as long as it remains valid. I think I may need to a rough example to illustrate what I propose. In case it matters, I would only create a midpoint for the initial dimension.
