I am working in metric mm. Am only able to achieve translate or rotate to 3 decimal place precision. Can I increase the precision?

Set the precision in Preferences.

Appears that changing precision in Preferences does not change the translate or rotate precision. That still is limited to the Preferences precision set when the design was first created.

You are not seeing your General Precision setting in the Move dialog, as well as other dialogs, because you probably have Hide Trailing Zeroes check.

Also of note: Fusion 360 has a fixed internal modeling precision that's something on the order of 1E-9 cm. Anything set in the preferences is a display option only. Those settings do not affect actual geometric operations, and they do not affect your ability to enter values of greater precision than the preferences would seem to "allow."
