make a solid from this Heroe

how would you make a solid out of this Hereo, I need a .stp file as detailed as possibele.

Please share your ideas, I'm not so familiar with the sculpt environment and need a workflow to reverse engineering this guy, the .f3d project is attached

This is probably the best way today, thanks to @TrippyLighting for coming up with and documenting this approach:  working with organic mesh data in Fusion

mesh files don't readily convert to a decent brep/nurb body.  If I HAD to have an stl, I would do this in t-splines, as doing something this detailed using surfacing techniques would be a nightmare.   But I can't imagine it would be worth it.   If you need to do some edits, It would be better to use a mesh editing software. (like mesh mixer).  Can you explain why it has to be an .stl and what you want to achieve with the .stl?  we might have better alternatives for you.
