How to set up a parameter specifying 'No Units'

I am trying to create a parameter that will be a percentage of the size of another parameter. If I specify 'No Units' the 'OK' button is not accessible.If I now specify the Units I get an error:

You are mixing Units.  The parameter "length" has an assigned unit of "mm" and you are try to change it to "No Units" in your formula.  Take a look at the two user parameters I created, both are 50 percent of the value, one is "No Units" and one is "mm".  Keep your units constant.

you can strip the units out by dividing by mm
