line offset direction

If I draw a horizontal line on the x axis, offset it by 0.125", the offset goes negative (below the axis).

 

The same with a vertical line, postive offset shifts the line negative.

 

Is this as intended, and why?

the positive/negative offset direction isn't related to the grid direction.  it's related to the "direction" of the sketch entity being offset, which is determined by the order the beginning and ending points are drawn.

 

to illustraight, draw 2 separate vertical lines.  draw the first from the top to the bottom, the second from bottom to top.  then offset those lines.  you will see that they offset in opposite directions.

I might be dense, but don't get the analogy. Also, I don't see a difference between top and bottom images.
And they are both wrong because the icon is pointed in the wrong direction.

Help?
