Hi, I just had the same problem (Windows 8), and believe what solved it was going to the bottom left windows button, and in search field typing "date and time settings" choosing the first option, and turning on "adjust for daylight savings time automatically". Incidentally I also had "set time automatically" turned off, and because of apparently a bad internal clock had to manually adjust time that was showing wrong for my selected time zone.
