How to set up constraints for symmetrical manipulation?

Let's see if I can describe what I'm after. I have essentailly two questions, but they are similar so I'll ask them both in this post.

 

1. I wish to be able to create a rectangle, but only have the horizontal edges to be constrained in a symmertical fashion so if I would pull one of those edges, the other one would move just as much in the opposite direction. Then I'd be able to manipulate the vertical edges freely.

 

2. Also, when using the dimension tool, is there a way to choose which side is the driving one? For instance, going back to the rectangle, I want to set up a dimension for the width, so I choose first the left point and then the right point, but it doesn't seem to matter should I select the right point first. Seems it always is calculated form the right to left side.
