How to make a STL mesh "thinner"

Hello.

I have a really weird question.

 

I want to print a crown from Galadriel (Lord of the Rings) and downloaded a STL File. The thing is this, that the crown is to thick. 

By this i mean that i want to make the "walls" thinner because her original crown is very filigree.

 

I want to cut about 30 percent.

 

Hope you guys can help me.

I will attach the STL file

That is a terrible mesh, parts are not aligned and some pieces are not even attached to anything. I would recommend starting from scratch and model it yourself.

This will be a difficult mesh to work with. some pieces aren't even connected to the rest of it.  I would model it from scratch in fusion.  I would NOT try and do anything with the mesh in fusion(fusion sucks with meshes), but you can do quite a bit with it in mesh mixer.

if your going to do it in fusion, you might take the approach demonstrated in the attached ring.
