How to join two objects that are not connected with a diagonal extrude?

I have two objects, the top object is 250mm in diameter, 2mm thick and 2mm in height.  Another object under it is 230mm in diameter, 2mm thick and 10mm in height:Screenshot 2024-12-29 at 13.36.31.png

I would like to join the top of the bottom object to the bottom of the top object with a diagonal section that is also 2mm thick, can I do this with some feature in Fusion 360?

Done it, added a new sketch with the profile of the join and used sweep.Screenshot 2024-12-29 at 13.57.17.png

Your model does not match your original description.  You stated the two rings were 2mm thick, they are 1mm thick.

Ok sorry, my error, but the thickness doesn’t matter.
