How to create such a pole

Beginning from diameter 120mm at the bottom up to diameter 60mm at the top.

I'd either use Loft or Revolve.   

For Loft, you'd need two circles, one 120mm and the other on an offset plane at the top of 60mm, and create a loft between those two circles.

If you want to use Revolve, then you'd create a sketch which is a half cross-section of the pole, with a line that is 30mm at the top, and a 60mm line at the bottom, then revolve around the center axis.
