How to create curved/ round faces for complex shapes

Hi,

 

I've been working on a kind of badge, but I am stuck on how to create curved/ round faces  for complex shapes. 

 

For reference the picture down below is what I am trying to create with some addons. As you can see the diver has multiple curved surface, as well as the outer ring. The outer ring I've managed to achieve it with replace face. But I can't seem to figure out how to create the diver with those curved edges.Reference ImageReference Image

 

I've added the file as far as I got. I hope some one could explain me so I can use it for further projects.

There's no need for addons.

The base can be done with simple solid modeling tools.

The diver can be done fairly easily with T-Splines.

Thanks for this explanation, there is something I still can't work out. After the creation of the diver, I would like to place it back in the design. But I can't extrude or push/pull, combine the diver with the rest of the badge. The shape of the diver won't be cut out into the material.

 

EDIT

 

When I extrude the arm for example there are strange wobbles being added. I think this is a part of the problem, because 10cm is fine but you'll get strange wobbles, 20cm not I will get an error.

 

Is there a way to pull straight down with changing the original geometry?
