How to create a surface from points?

I would like to model a 3d surface similiar to the one attached that i can then mill. Can anyone help me?

Do you have the list of measured (or otherwise acquired) points or are the points calculated from a math expression? A DTM (terrain modeling) approach or analytical surface creation can be used.
