How to add balloons in the dimension

Hello Team,

I want to know that can we add balloons in the individual dimension line in drawing ? it is easy to add special note of that dimension 

we know balloons are added on the individual object one at a time, 

how to add multiple balloons on the individual object  to add notes

I made a video for a colleague some time back, talking about inspection dimensions and manual bubbles, take a look at this.

Another option for bubbles is to use a font like Numberpile
