So that you can move the table around a room and the chair follows keeping the same relative distance to the table.

Rigid Joint between the table and chair, with an offset specified:

Is it possible to make the joint constraints always visible like dimensional constraints?

For example, to design a fence around a garden, first I create a fence post component, then I duplicate it several times,  then I add joints to space them apart. As far as I can tell I can only see one of those join constraints at a time. I would like to see all of them at the same time.

Is the Design Intent for the fence posts to be in a Pattern?

Not a regular pattern.

create a sketch. dimension points in the sketch and use those as anchor points for your joints.
