I use Fusion 360 on a start-up license. I use it on both a desktop and a laptop. My laptop bit the dust and I have to re-install Fusion 360 to a re-born laptop. I cannot find the place on the web where I can dowload it. I see a section where it is "Free for hobbyists, makers, startups...." but when I log in and go to that page, it says that I'm not eligible for the download as a hobbyists, etc.. I know that I'm running on a startup license on my desk top

AFAIK any download should work because the license is bound to your account, not to the software. If you want to be very sure, go to https://manage.autodesk.com/home, go to the cube, than All Products and Services and download Fusion 360.
Try a direct download link. I had a similar issue installing Fusion 360 on my laptop a few days ago.
I'm not sure if the link tag above "works" does nothing in preview. Grab the link from the below URL to download the installer.
